I seem to remember reading many years ago that most diesel tractors deliver best economy when they are operated at a gear and throttle combination where the rpm's drop 5-10 percent from no load to full load. So if you're running under load at 1900 rpm and depress the clutch, the rpm's should come up to about 2000-2100 rpm.

For most heavy implements, you'll be running at near WOT in the highest gear that the tractor can pull the implement without lugging excessively. If it's a light implement, you should go with a higher gear and a lower throttle setting to get the best efficiency. In either case, there should be some rpm droop between no load and under load.

Just a comment regarding the silly exchange about whether or not a diesel engine has a "throttle": If you don't believe diesels have throttles, look at a Fordson Diesel Major sometime. It has a throttle plate just like a gas engine! (It's part of the governor, but a throttle nonetheless.)
