Most experts say to run your diesel at or slightly below the rated PTO speed. The engineers designed the enging to produce optimum results at the rated PTO RPM, example. My tractor is rated st 1850 RPM to produce 540 RPM on the PTO shaft; therefore running the engine at 1800 -1900 RPM when plowing, PTO work, or any high load situation will produce a balanced result of HP, RPM, torque, water circulation, air flow, oil pressure, oil flow, etc. In summary don't lug or over rev. Stay near the PTO rated engine speed for long engine life.
