Shot Clutch?

I am not sure if this is what is wrong, but my old Ingersoll 226 started mowing oddly today. Every time I went over a cluster of grass the mowing deck would wind down then back up again. The grass isn�t very tall so I figured there was a problem with the deck may be belt tension. I took the deck off and cleaned out a lot of debris. I reconnected the deck and started it back up. I noticed that the blades didn�t seem to be moving very fast. So I cranked up the motor to max and still the blades turned but not nearly as fast as they should be. The belt is tight and not slipping so the only thing I can think is that the clutch is shot. I would appreciate any help you can give me regarding this problem.
