There should be no arcing if everything is shut off. (No major sparks anyway) you may have a circuit grounding out,(lights, starting circuit) the hot wire insulation gone completing a circuit to ground, charging system,maybe the battery is bad, take the battery out and charge it,if possible, if it charges and when u go to hook up the terminals and it arcs u have current flowing in a circuit somewhere or a bad wire.
