Hey Howster, no links that I know of, but a suggestion that worked for me. I tried calling several weigh stations with a question awhile back and got nowhere. then one of the guys gave me the number to the DOT Safety Officer, who was more than willing and able to answer my questions. He even went so far as to tell me if I got hasseled over the things he told me to tell the officer involved to call him because he was "The Horses Mouth", and the other officers were only trained to do and look for so much, and he's the one who told them that much....
In the end though, from talking to him and reading the DOT manual for NC, it pretty much came down to there alot of vague things that can be interpreted in several different ways by who ever reads them.So it just depends on what kind of hair the officer has up his backside, as to what he may or may not do.
I can tell you it is 99% about the GVW of the tow vehicle as well as that of the trailer, and when together, the combined weight of the two.
Check your regs and know them. If you know everything the officer knows and know your legal, he can't mess with you. Try finding your states legal statues concerning motor vehicles, ev erything you need to know should be there.
