Reserve is a usefull tool to keep out the cheapskates. Anybody who won't bid on soemthing unless the reserve is listed is just limiting themselves. You bid your amount. You don't make the reserve, too bad. Its the same as if you didn't outbid somebody else. You throw in your hat and if you don't make it, too bad.
For the seller the reserve is a useful tool to determine the actual value of the item. Re-running an auction is cheap(free?) so it can be run again with a lower reserve, better auction listing, or just kept because it isn't worth selling. The seller can also give it to the high bidder below the reserve price.

So yeah, reserve might seem like a raw deal, but as with all things think of it as a tool, sure its a tool to pry more money out of the bidder, but remember those bidders might someday be sellers, and frankly the whole auction process is about prying money away from bidders, not about getting deals.
