prince pto pump wont build pressure

bought a prince pto 1a pump for my hoe shows no signs of having ever been installed on anything put it on and tried it worked good BUT no power put a gauge on press line spike to about 1000 psi and drop back to 600 (suspect stuck relief )took press line off valve and run gauge and ball valve (no relief) close valve slowly same thing spike and drop back, 600 psi with valve closed for a second pump looks new inside any ideas thanks mike
