Sabre 18 HP Hydro question

Hello, I have a 2000 Sabre 18HP Vanguard lawn tractor. I use it to tow my weighted lawn attachments such as aerators and thatchers. Last fall I noticed that I was losing forward speed when I was towing one of these attachments. I changed the drive belt but the problem didnt get better. At one point, the tractor was completely stalled (even though the hydro was in full forward position) while towing up a slight incline, I was able to look underneath the tractor and see that the drive belt was indeed turning the fan on the top of the hydro transmission. I dont know what to try next. Can anyone off any suggestion as to what I should try next??? Thanks, Jim Siebert
