Yes, I realize you have the line with the bulb, and my previous post is correct... the other little line does not bypass freon, due to the internal construction of the expansion valve. The other small line as I previously posted, conducts a pressure signal to the diaphragm in the expansion valve reflecting the evaporator outlet pressure.

Are you aware there is normally a cone-shaped screen inserted in the input side of the expansion valve?

With the readings you have, either this screen is plugged, missing (which leads to plugging the expansion valve internally), or the expansion valve is defective. Do yourself a favor, and replace the TXV, and that should end your problem.
