If you have a 13.6x38 tire on your tractor, the rim should measure 12 inches between the edges of the rim- not 13 inches. The tire measurement system changed in the 1960s, and the new size marking refers to the CROSS-SECTIONAL width of the tire, rather than the rim width, which is smaller. So a tire of 12 width became 13.6 inches wide by the rim diameter. Cross-sectional width refers to the widest part of the tire (bulge in the middle) rather than the width of the rim, or the width of the tread.
