Rusty's method is what I've used in the past, but I like slag better with it's sharp edges. It will clean it to the shiny metal and you have spend no $$. Also, if you want to seal it afterwards or if you have pinholes in it, go to Wal-mart and buy a quart of fiberglass resin with hardener and pour it in the tank and turn the tank in all directions to coat the inside good. Be sure the tank is bone dry inside. This will cure out and gas will not cut it and you've spent about $10 on the fiberglass.
