1947 8NTractor question ?

I have a 1947 8N ford tractor that runs good. Every thing works fine except I cant get the draw bar to rise or lower. Its full of oil and with tractor running and clutch out nothing happens. I can move both levers [ left and right side] but nothing happens. Can any one help me! Is it in the Hdy. pump? The tractor sat in a barn for a few years. Thank you for any help I can get!
