Sounds like fuel starvation. Disconnect the fuel line at the carb and let it run in a quart clear jar. Pay attention to fuel flow, if it slows down you have a restriction in the tank. Alto after you fill up the jar let it set for a few minuites and look in the bottom for water beeds. If this is flowing a good full stream you have a restriction in your carb. Take it apart and clean the ports and jets out by soaking in carb cleaner.
My cousin had a 464 that did the same way and it was the fuel lines and carb stopped up.
