Heat the floor...You lay down special sections of plactic 3/8"x 4'x8',with built in fixtures to hold the plastic pipe.....the pipe just snaps into the plactic sections.....I don't know how deep into the floor it would have to go....I have seen it installed in a house.....I think the concrete had strings of fiberglass in it too prevent cracking....you need to talk to heating contractors for information and cost......
