Had a similar problem on a case ih 784, loosened various pipes on the multifunction valve, the one the hydraulic oil filter is on,( if different u should be able to trace pipes from the lift arm valve to the right area), then started engine with one loose waited for a flow of oil out of it then retightened and did the next pipe. I found the right one on the third try, fluid came out and within a second or so the lift arms released I then retightened this pipe and the hydraulics now working fine! The pipe that did it was a very thin one only about 6 inches long that did not appear to go anywhere. i assume it is for this resolving this sort of problem. At a guess i would say the problem was caused by bad hydraulic oil and or filter, possibly causing a valve to jam or stick! I'm no hydraulics expert but this might work, it worked on my case ih.
