W6 MCCORMICK TRACTOR

NEED ADVISE. THE SEAT ON THE TRACTOR IS BROKEN. I AM TRYING TO TAKE OFF THE PIPE WHICH THE SEAT USED TO BE WELDED TOO. THERE IS A LARGE BOLT AND NUT RUNNING HORIZONTALLY THROUGH A MOUNTING BRACKET THAT IS BOLTED TO THE FLOOR OF THE TRACTOR. I GOT THE NUT OFF BUT THE BOLT WON'T BUDGE. IT DOESN'T MAKE SENSE THAT THE BOLT IS SCREWED INTO THE MOUNT BUT I HAVE HAMMERED, TWISTED, SPRAYED WITH WD40, ETC. GOOD ADVISE APPRECIATED VERY MUCH.
