I agree with paul. Shop locally. You might find that unbeatable deal along ways off, but shipping will make it the same as paying more just around the corner. If you are thinking used, then check with your local tire dealers (perferably farm tire dealers). They might on occasion take in half tread used tires on trade in, or sell someone a pair of new tires when just one tire is ruined. Sometimes they seem to come up with some useable rear tires that they took off of a tractor they put new ones on. Also check with any farm salvage junk yard. They often times have useable tires that you can get worth the money. You might also post add in local papers wanting to buy used 13.6 38" tires. You never know, the phone might ring. If you don't really care, you could pick up one tire hear and one tire there if you didn't really care that they matched. Shouldn't be a problem running non-matching tires as long as they are the same size and not a severe tread wear difference like new tread on one and bald on the other.
