Case 580 C Tranny Trouble??

I havew an older 580C extend- a- hoe. It runs great it pulls well in 1st and 2nd gear; but when trying to run down the road in 3rd or 4th it sarts to seems to loose power. It is a shuttle machine ( no clutch). The fluid is new, the level is proper. Some told me it sounded like it could be the torque converter. Has anyone had any experience with this problem?
