I disagree with you a bit... If a 'terrorist' cell manages to buy a suitcase nuke off one of the old Soviet Block countries, manages to get it to LA say...detonates...Kills 1 million immediately and 3-5 million within months due to radiation sickness... Who exactly do you feel the US will 'retaliate' against with nuclear strikes???
