remove the drain plug in the bottom to make sure the water gets out.... First try operating it for awhile.....pushing against stumps...whatever ...while pulling the lever....may be able to break it free...the alternative is to disassemble , clean, reassemble...a relatively big and unenjoyable job!!....Did this happen after it sat idle for awhile ??? Might want to remove the cover and make sure everything is trying to move as it should and there is no broken or misadjusted linkage...
