As already posted, it sounds as if the magneto impulse is not working. When the engine is slowly turned by hand, the impulse will make a distinct click as it releases. Removing the magneto incorrectly will make correct timing very difficult upon reinstallation. Get a reliable manual and follow the instructions for removing the magneto. Removal is necessary for repair of the impulse.
