Golf Cars Etc. at shows.....Rules???

Our club is wanting to implement some type of rules for our show pertaining to golf carts, 4-wheelers, utility vehicles etc. We get a few complaints a year about people almost being run down by someone not paying attention or going to fast. We don't want to ban them from our show because we feel that they are necessary for some people to be able to enjoy the show over the 40 acres that we show on. What kind of rules are your clubs using pertaining to this? We've discussed nobody under 16 to be able to drive one on grounds and also registering all vehicles that are authorized for this use. Give me some feedback on this and let me know how you are getting along with this. Thanks cdprimm
