I do not like to haul a max load of tractor as rhe tires of a tractor tend to bounce and also the load is concentrated in small areas. In loading the load is very concentrated. I think a 4000 pound tractor would be about right for a 7000 pound trailer. I have a 10,000 and haul a MF 165 which I thinkis an overload
