Some older hydraulic valves (maybe some inexpensive new ones, too) don't have what is called a load check. Hydraulic valves need to open up the pump port to work port to lift the loader, but it also needs to shut off the pump port to reservoir at the same time. It can't happen exactly right without shutting off the pump completely for a moment, so instead both are open at the same time part of the time, so the oil flows out of the work port into the reservoir port. It is sort of like holding the brake on a hill and letting out the clutch and releasing the brake at the same time without rolling back. The cure is to replace the valve with one which has a load check or learn to put up with the idiosyncrasies of older equipment.
