We used to have this same problem with a Farmall H. Whenever conditions were just right, or just wrong, the entire carburetor would get a thick layer of frost built up on it, even covering the short pipe into the manifold. We cured it by fashioning a cover out of a coffee can so that it would cover the carb. and keep the heat generated by the engine around the carb and manifold as much as possible. I am in southwest Iowa so I do know what cold winters are all about. sometimes you improvise.
