What is this?

I recently recieved an odd piece of machinary from a friend. Its a one wheeled cultivator with an air cooled engine that sits inside of the steel wheel which is mounted directly to the engine. The only identifying marks I could find are "american farm machinery MPLS MINN USA 55" which is embossed on the wheels gear cover. The engine runs a WICO type X Magneto.
