Sorry to see no one has been able to help ypu out....I suspect that your system was supplying a certain amount of oil to the steering system.This is called a priority valve. It will send a set gpm of oil to steering no matter what the other demand on the pump is. It may require this flow to be sensed before it will allow oil out to your hyd control valve. When you capped it it sounds as if you removed the relief valve from the circuit....result blown hose......relief may be in steering cylinder. Not sure as I have not worked on this system but some of it sounds familiar.As for the valve.....not sure...need to see a diagram...I now that not much help but hated to see you not get a response....goodluck!!
