Dan, AFAIK there is no tractor title required in WV. The county I live in does require that tractors be reported on the annual property tax questionnaire so it can be taxed, but the county lets the owner declare a value for it. ;-) Since I live in town, I don't report it. The government wastes enough of my tax money as it is!!! As long as you have a signed bill-of-sale, you should be in good shape if someone accuses you of stealing it.
