Weak starter or whatever

I have an AC mod WD that has a problem turning over with the starter. All is connected well and a big starter cable. I am wondering if the starter is a 12v starter and I'm using 6v. Is ther and adjustment for that? Is there a way to tell if it's a 12v starter. I grunts out a couple single turns and then starts right off. I'll bet the crank would start it by hand very easily. Had the starter tested and they say it is OK, but we didn't talk about voltage.
