Some group, I forget which one, actually did a study on that very question a few years ago. I read about it in the newspaper so you know it's gotta be right! The conclusion was that the tiny bits of rubber that come from the tires actually are already so small when they come from the tires that they degrade fast enough that there is no build-up on the roadsides. In other words, they rot faster than they pile up.
