Think about it as a pipe(river) with water gently flowing along it. The maximum velocity would be at the centre of the flow reducing to a theoretical zero velocity where the water is in contact with the stationary pipe(bank). In the case of the tractor tyre, the 'pipe' would be moving and the fluid trying to stay still at the centre of the flow. Viscosity effects will move the air all the way across the sectional area with a theoretical minimum at the centre of the tube. Complicated by centipetal force as well but can probaly ignore that!
