Normally, they are driven via the main transmission. This means the pto and the drive wheels are connected through the gearbox.

When you've got a bush hog or bailer or some other high inertia device spinning, the inertia of the implement drives the wheels, running you into things.

Oh you push in the clutch, disconnecting the engine, but the impliment is spinning, spinning the pto, the transmission, and the drive wheels.

An overruning clutch is very important as a result with most non-live pto's.
