My father (long deceased) told me that here in Indiana years ago each township was responsible for road maintenance. The township would own several of these type machines. When farmers had spare time they could contact the township trustee, take their team of horses and use the grader on local roads (most all gravel roads back then). They would then get credit off of their property taxes for doing such work.
