When I was on the Airport Copmmission fo the city here, We bought a JD 7210 tractor an put a simple 3 pt. hitch on the front to mount a blade for snow. We took a regular 3-pnt. plade and turned the blead around. Only problem we had was pushing the blade like that, when we hit an obstruction, the blade would not float over it, and we bent it a few times. Finally found a used JD dozer blade and it works much better. This is used in conjunction with a blower on the back. works great. They say they push snow on the runwas at about 12 mph.
