on most stuff it is the inside dimension between the balls. if you measure a cat 1 drawbar you will find that it i is 26 inches to the shoulder on the pins, that is the standard spacing for cat1 as well as narrow cat2. on most tractors you can adjust it for narrow or wide by removing stops or moving sway chains. i have a ford 8000 that is cat 2, on the inside of the lift arms are little blocks that bolt on to make it the right width for the wide 3 pt stuff but i take them out to use with my cat 1 brushog, with bushings of course.
