Kubota L245 slow to start

I have a Kubota L245 with 650 hours that is difficult to start. When new the glow plug "controller", the resistance unit, would glow while holding to heat up the glow plugs, now it doesn"t. The glow plugs are good, checked with ohm meter and with 12 volts. The controller passes power to glow plugs, but it takes a long long time to preheat. Any suggestions?
