IXL oil treatment

Has any one on the site ever heard of IXL oil treatment or ever used it. I saw a guy here at the N. Ft. Myers FL. flea market running an old Chrysler slant six with out the rocker cover and oil pan. The only lube it had was the residual oil and treatment left in the engine. It is pricy and sounds almost too good to be true. But he claims it works. It requires only 2 oz./ quart initially and 1 oz. after that. Almost every thing that sounds too good to be true--IS. I could not see on the brochure where or who makes it, (red flag?) only the name of the distributer.
