The ONLY reason you see modern tractors with 12 or 16 speed trans isn't because of torque. The reason is because it's the ONLY way to get the right ground speed with the PTO staying at 540, or 1000 rpm, depending on the tractor.
The old tractors pulled a lot of ground drive tools, so you could ajust the throttle to get the ground speed where you wanted it once you got close with the right gear.
These days everyone uses a lot of pto powered tools.
