Case Magnito Problem

I recently bought two Case SC's in fair shape and am attempting to get them runnig.
The Model 41 mag (Only got one mag with both tractors)did not spark at first then I reworked it and now I get spark but from TWO of the plug wires at the SAME time when bench tested. I tried the mag to start the tractor and no go. Timing and all appear correct.
Question....... Is there a problem with the mag...
Bad cap? or is this normal...... two cylinders spark at the same time??
