How to keep dogs on farm?

I have a 76 AC farm in Southeast NC that I rent out, except for about ten AC. The entire farm is fenced with a good working electric fence. I have two German Shepard dogs to keep everything in the area in check. The only problem is that I have a 60" culvert draining the area, which the dogs go through like it was an interstate highway. How can I stop them from going through this culvert? I really don�t want to put a fence across the opening, since we get heavy rains every so often that wash all kind of tree limbs and other debris through the ditch � and a fence would get plugged up. Anybody have any ideas?
