180 HP is still 180 HP whether the source is a 14,000 rpm two stroke gasser, a 1500rpm fours stroke diesel, a 2800 rpm 6-53 detroit diesel or a 37,000 rpm gas turbine.
Torque rise as an engine luggs down from peak HP to peak torque gives the impression of more "power" but the amount of "work"(different type of measurement) being done has dropped, not increased.
The low rpm four stroke wins the lugging game as breathing effiency increases as rpm drops from peak HP to peak torque rpm. The increased cylinder filling at peak torque can push harder on the piston but fewer times per minute.
