Marvel Schebler Carburator Main Adjustment

I had to take the gas tank off a MMoline 602 after all the shaking up, I plugged the float valve in the carb. I took the carburator apart and soaked it in carb cleaner for a day. I took the jets out and blew everything out. After reassembling it, I have to have the main jet out all the way to get it to run right. The needle is just setting on top. If I turn it in just a turn, the engine will stare for fuel. I did notice that it was turned out almost all the way before I cleaned the carburator. Where is my problem? What should I look for?
