What that's doing is speeding up the engine so it will pull in a very lean mixture as it's shut down with th e throttle closed.Helps reduce lead deposits on plugs & such. Also helped reduce sooting if using distillates. We still do the same thing with piston aircraft engines, and for the same reason.
