Sounds like a farmer add on. The eagle hitch on the VAC used a engine driven pump. Ran about 1000 psi. The pulley pump was for intergal lift implements and it ran at about 4000 psi. There were some rear mounted implements that probably could have been adapted to make a 3 point (your green paint). Is the cylinder for this enclosed and under the seat? There could have been a case after market three point but I doubt it tractor company's would rather sell a new tractor than add ons. I agree that it would be nice to see a picture of this to help ID.
