There are eccentric bolts that are turned to loosen or tighten the wheel to the rail. Also, locks are used to help find the right position or hold the wheel there. Those locks fit over the rail and have a bolt through them- usually one lock per wheel. To move the wheel you remove or reset the lock, loosen the eccentrics (top first, bottom last; tighten in reverse order), and drive the tractor forward or reverse to move the wheel. Engine power does all the hard work, although loosening rusted eccentrics is not easy.
