I'm not sure about exactly what POR-15 is, but I believe it is a gas tank coating system. You mix it up, pour it in the tank, and roll the tank to distribute the liquid, and dump out the remainder. When it dries, it gives a kind of plastic coating to the inside of the tank. Also good to seal up those pin holes in the tank.
