On some older carbs the bowl vent could be plugged by using incorrect gaskets (or not proper cleaning) causing the air in the bowl to pressurize and not allow the float to shut off the gas at the proper level, causing flooding. Also, have you tried running the tractor without the breather/air cleaner to see if the vaccum from the pistons on intake is not sucking the gas from the carb?
