Fuel lasts longer in cool/cold weather due to less evaporation of the "light ends". Diesel and particularly gasoline is a blend of several hydrocarbon molecules.
Fuel vapour mixed with air burns not liquid fuel. For starting any cold engine any time of years some of fuel blend must easily vaporize.
Plus fuel is organic compound and aerobic and anaerobic bacteria are happy to call it home/food. Cooler the temp the slower the growth.
