'65 Case310G crawler....help!

This is (was) my father's tractor and now I have to deal with it so bear with me.....when you let the clutch out in gear the tractor sits and 10 sec. later it takes off. It seems to slightly help it if I move some hydrolic lever.......is the clutch bad and needs replacing? Or is it hydrolic related? It is a 4 speed gas model and in the service manual section 5 is titled "torque converter" but the only insert is titled "10"traction (dry)clutch and drive shaft." Thanks in advance, Tracy
