Since it is building up pressure chances are it is not the pump or drive motor. I have ran into several where the orings and backup rings on the pressure relief valves get hard and break so it will not build full pressure. There are two valves - one for forward and one for reverse - check and see if problem is both ways or just one way. The other thing that will cause same problem going both ways is the charge pump.
